Order Guidance
Cart 是机构采购车：可以同时放入 Subscription、App、Pipeline、Worker，以及 Mart / Market 商品。
当前只生成 Billing Draft 和 Request Queue，不创建真实支付、不开发票、不自动开通权限。
后续 Billing Gateway 接入后，这里会变成正式报价、付款、发票和开通状态的统一入口。
Human Review Gate
Store request 只是安装/咨询草案；真正开通、报价、客户可见承诺和对外发送都需要人工复核。
Mart / Market 商品进入分销池前，也必须先确认价格、图片、介绍、授权范围和机构归属。
